It is a wuxia drama about slave mentality and bad rulers being good for the country. It’s even called “the greatest empire”.
Also it’s a fantasy detective film, so it’s a detective story where the viewer is totally lost and has no idea what is expected and what is unusual inside the diegesis. Same as in the later Rakshasa in this reality people can transform and the physics don’t exist. I mean more so than in a wuxia film. Usually the physics are defied by the greatest martial artists, but here it’s the norm and not a special skill.
